The International Emergency Economic Powers Act (IEEPA) was used to impose tariffs on imports from multiple countries, including broad reciprocal tariffs on Chinese goods reaching up to 145%. These tariffs were applied through HTS codes beginning with 9903.01.xx and 9903.02.xx in the U.S. Harmonized Tariff Schedule.
Following court rulings that found the application of IEEPA tariffs to be unlawful, importers who paid these duties are now eligible to recover those overpayments through the CBP protest process. Entries that have not yet been liquidated or are still within the 180-day protest window after liquidation may qualify for refunds.
UNIS helps importers identify eligible entries from their ACE ES-003 reports, calculate total refund exposure, and file timely protests before deadlines expire.
Export your Entry Summary Line Tariff Details report from the ACE Portal. Upload the CSV file directly - all processing happens locally in your browser, so your data never leaves your device.
Every entry line is automatically classified by tariff type - IEEPA (9903.01/02), Section 301 (9903.88), Section 232, and Section 122. IEEPA entries are flagged as refund-eligible with duty amounts calculated.
For liquidated entries, the tool calculates the 180-day protest deadline and highlights any urgent cases. Open entries are tracked separately so you can monitor them as they move through liquidation.
