For the purposes of heading 4702, the expression "chemical wood pulp, dissolving grades" means chemical woodpulp having by weight an insoluble fraction of 92 percent or more for soda or sulfate woodpulp or of 88 percent or more for sulfite woodpulp after one hour in a caustic soda solution containing 18 percent sodium hydroxide (NaOH) at 20°C, and for sulfite woodpulp an ash content that does not exceed 0.15 percent by weight. If any country, dependency, province or other subdivision of government shall forbid or restrict in any way the exportation of (whether by law, order, regulation, contractual relation or otherwise, directly or indirectly), or impose any export duty, export license fee or other export charge of any kind whatsoever (whether in the form of additional charge or license fee or otherwise) upon printing paper, or woodpulp or wood for use in the manufacture of woodpulp, the President may enter into negotiations with such country, dependency, province or other subdivision of government to secure the removal of such prohibition, restriction, export duty or other export charge, and if it is not removed he may, by proclamation, declare such failure of negotiations, setting forth the facts. Thereupon, and until such prohibition, restriction, export duty or other export charge is removed, there shall be imposed upon printing paper (other than cover paper, India paper and bible paper) provided for in subheadings 4802.54, 4802.55, 4802.56, 4802.57, 4802.58, 4802.61, 4802.62, and 4802.69, when imported either directly or indirectly from such country, dependency, province or other subdivision of government, an additional duty of 10 percent ad valorem and in addition thereto an amount equal to the highest export duty or other export charge imposed by such country, dependency, province or other subdivision of government, upon either an equal amount of printing paper or an amount of woodpulp or wood for use in the manufacture of woodpulp necessary to manufacture such printing paper.
